The Defence Investment Agency has pre-qualified the Montreal photonics company through July 2031, including the stream covering sensor fusion and advanced positioning, navigation and timing.

MONTRÉAL, September 10, 2026 - Uncrewed systems are being sent further into places where the satellite signal cannot be trusted. GNSS jamming and spoofing now reach well beyond declared conflict zones, and a jammed platform keeps flying long after it has stopped knowing where it is. What bounds the error in those minutes is the quality of the inertial sensing on board.

OSCPS Motion Sensing Inc., operating as OSCP, today announced that it has qualified as a supplier on Canada’s Defence Drone Initiative (DDI) Marketplace, the Department of National Defence procurement vehicle administered by the Defence Investment Agency. OSCP is pre-qualified in three of the marketplace’s five streams under supply arrangement CW2465224, which runs to July 31, 2031.

The company qualified under Stream 1, UxS and C-UxS Systems, in August, and under Stream 2, C2, Communications, Data, EW and Cyber Systems, and Stream 5, Innovation and Experimentation, in September.

Stream 2 is the consequential one. Its published scope names sensor fusion and advanced positioning, navigation and timing, which is OSCP’s own product line. Qualification there means the Department of National Defence can approach the company directly on a PNT requirement rather than only through a platform builder.

“Most component suppliers reach a defence programme inside somebody else’s bid,” said Kazem Zandi, founder and chief executive of OSCP. “Stream 2 treats positioning, navigation and timing as a requirement in its own right. That is the door we have been working on for years, and it opened in our own country first.”

OSCP designs and manufactures photonic gyroscopes and inertial measurement units in Montreal, together with NavigationGate, the inertial navigation system processing unit it introduced in August. The products hold a course for drones, ground vehicles and vessels when satellite positioning is jammed, spoofed or unavailable, and they are ITAR-free.

The company’s published road test shows what is at stake. Over a 21-minute drive with satellite positioning denied, navigating on the gyroscope with a one-hertz speed input and no filter, OSCP’s photonic IMU finished 5.7 metres from ground truth. A MEMS unit in the same vehicle, on identical aiding, finished 20.5 metres out. The only variable was the gyroscope.

Stream 5 covers early-stage technology, technology maturation and experimentation, and is written for firms without a long record of defence sales.

“Stream 5 is where a company our size gets a hearing for work that is not yet a catalogue product,” said Thibaut Gravey, head of product. “It is a route to funded experimentation with the end user in the room. At this stage that is worth more to us than another procurement form.”

A supply arrangement is a qualification, not a contract. It commits no money and guarantees no work. It establishes the pool of suppliers the Defence Investment Agency may invite to bid when it issues a task solicitation, and OSCP may apply to add further streams at the next qualification window.
